About YASHADA

Yashwantrao Chavan Academy of Development Administration (YASHADA) is the Administrative Training Institute of the Government of Maharashtra, and meets the training needs of government departments and rural and urban non-officials and stakeholders.

Human Resource Development has traditionally been one of Maharashtra's major strengths. The importance of evolving sound and responsive administrative systems was realized as far back as 1963 when the Administrative Staff College (ASC) was established in Mumbai. The ASC was relocated at Pune in 1984 and renamed "Maharashtra Institute of Development Administration" (MIDA). MIDA, constituted as an autonomous society under the Societies Registrations Act, 1860, was to serve as the apex body for promoting and developing modern management practices and was to function as the nodal state level training institute in the field of development administration. Aptly enough, it was renamed, "Yashwantrao Chavan Academy of Development Administration" (YASHADA) in 1990, as a tribute to the pioneering spirit of the late Shri Y. B. Chavan, former Chief Minister of Maharashtra & Deputy Prime Minister of India, who had inspired the setting up of the ASC.

Genesis

Maharashtra, one of the most urbanised and industrialized states of India, is also among the best governed. A penchant for social reform, love for learning, and talent for modernity have kept the people of this State on the edge of contemporaneity. Therefore, it is no surprise that the Administrative Staff College (ASC) imparting formal training to top administrators came about at Mumbai as early as 1963. The ASC was shifted to the expansive environs of the Raj Bhavan at Pune twenty years later, and became the Maharashtra Institute of Development Administration. By 1990, the institute evolved as an academy, and was renamed after the state's founder Chief Minister, becoming the Yashwantrao Chavan Academy of Development Administration (YASHADA). Incidentally, the acronym means the provider of success. We like to think that the Academy contributes to the achievement of success for Development Administration in the State of Maharashtra.

Our emphasis is on imparting training in the area of Development Administration. Training inputs are regularly updated through research and consultancy assignments, which enable the support of experience to the participants.

Objectives

YASHADA is a composite training institute having a dual role as an ATI and a SIRD. The objectives of YASHADA are :
• To promote modern management science as a major instrument for development of economic and social activities of the State Government, Zilla Parishads and other institutions and organizations of the State Government.
• To develop managerial skills, organizational capability, leadership and decision-making ability for development planning and efficiency in implementation of policies, programmes and projects.
• To carry on operational and policy-oriented research, to evolve ideas and concepts appropriate to the local, state and national environment and to formulate policy alternatives.
• To serve as the apex institute for the collection and dissemination of information regarding development administration.
• To foster, assist and support individuals, organizations and institutions in the use of management science.
• To provide consultancy services in development and public administration.
• To function as the nodal State-level training institute in the field of development administration.

Mission

"Our mission is to enable equitable and sustainable development by promoting people centered good governance. We achieve this by bringing together practical knowledge, applied research, appropriate technology and innovative training of public administrators community-based organisations and people's representatives."

YASHADA's emphasis is to impart training to stakeholders in development administration: administrators, managers of PSUs, officials and non-officials of local self government bodies and NGOs. Training inputs are regularly updated through research and consultancy assignments, which enable the support of experience to the participants.

The Academy's Plan covers the systematic management of foreseeable change, making YASHADA responsive and contemporary. The approach aims to be integrative rather than segmentary; holistic rather than isolator/ with a trajectory going beyond quantity and towards quality. YASHADA is now in the process of updating the Plan as it proceeds with operationalization of TQM.

ISO Certification

The Academy has been certified as an ISO 9001:2000 organisation for design and conduct of training, research and documentation activities to support development administration.
Yashada is one of five governmental training institutes in India selected in 1997-98 for a three year project on Total Quality Management (TQM) in training sponsored by the British Council. Two faculty members from each institute were sent to Cranfield University in the UK for TQM training during April-May 1997.
YASHADA launched its TQM initiative by formulating its GOALS:

• To enable government bodies develop a relevant body of expertise and professionalism.
• To develop the attitudes, knowledge and skills of the individual government servant.
• To function as a nodal agency in Maharashtra for other governmental training institutions.
• To provide advice for policy making.

The goals were incorporated in YASHADA's TQM Action Plan and submitted to the Government of India as a part of the TQM Project.
