Approval to the Training Module for Municipal Functionaries

Preamble - The State Institute of Urban Development of Yashwantrao Chavan Academy of Development Administration (YASHADA) has prepared a training module to strengthen the Governance in Urban sector of Maharashtra so as to enable the Municipal Functionaries working in Urban Local Bodies to handle the problems and challenges created by growing industrialization and urbanization in changing scenario, new technology, changes in the legislation and various new issues in administration. The issue of according approval of Government to this training course and deputing every year officers/workers of Municipal Corporations/ Municipal Councils for this course was under active consideration of Government for sometimes. The Government has now taken the following decisions.

Government Decisions

Government is pleased to sanction the Advanced Post Graduate Diploma in Urban Management prepared by Yashwantrao Chavan Academy of Development Administration (YASHADA).

Each Municipal Corporation and ‘A’ Class Municipal Council are hereby directed that the Government have no objection to depute one officer/employee on the establishment of Corporation per 1 lakh population to YASHADA for training in Post Graduate Diploma in Urban Development. The ‘B’ and ‘C’ Class Municipal Councils should depute the employees considering their financial position.

The officers of Municipal Corporations, when promoted to the post of Assistant Commissioners or Deputy Municipal Commissioners or similar positions, for them this training course will be essential. Similarly it will be compulsory for the officers of the cadres of Deputy Collector who will be deputed to Municipal Corporations on the post of Deputy Municipal Commissioner/Assistant Municipal Commissioner to pass three subjects of the above training in one year.

Every year the first three participants of total participants in YASHADA Training will be awarded Certificate to that effect and this certificate shall be treated as equivalent to on par with “Excellent Confidential Report”. These participants should be given one additional increment.

The training period in YASHADA should be treated as duty period and preparation for the training and commuted leave should be granted.

To get the above benefit, the concerned officers should pass three subjects of the Advanced Post Graduate Diploma in Urban Management in one year.
