Centre For Disaster Management (CDM)

 

The Centre for Disaster Management (CDM) was set up in August 1996 with support from the Natural Disaster Management Division, Department of Agriculture and Co­operation, Ministry of Agriculture, Government of India. The mission of the centre is:

  • To co-ordinate the activities related to disaster management in Maharashtra, especially, at the State and District levels;

  • To develop a set of training modules and case studies on disaster management; and

  • To develop disaster preparedness and capacity building through preparation of district disaster management plans.

Overview of Training Programs and Workshops Conducted on Disaster Management -

Since its inception, the Centre for Disaster Management at YASHADA has conducted over 55 training programs and 60 Workshops on various aspects of disaster management. In these training programmes and workshops, more than 3000 Class I officers of the Government of Maharashtra, elected representatives/non-officials and voluntary activists have participated. Lectures on disaster management have been delivered in more than 1 60 training programs and workshops during the past five years thereby sensitizing over 4500 Class I officers, elected representatives and voluntary activists.

 

Major Achievements of the Centre

  • UN DP Consulting Assignment on Preparation of Multi Hazard Response Plans : With the financial support of the UN DP, the Centre for Disaster Management had carried out the preparation of multi-hazard response plans for 25 districts of Maharashtra, which contained the risk assessment and vulnerability analysis of various regions to earthquakes, floods and cyclones, epidemics, chemical and industrial disasters, road accidents and fire, response structure of the administration and mitigation strategies. These multi-hazard response plans were presented before the divisional commissioners and district collectors and their feed back and suggestions were incorporated while finalizing the plans. The finalized versions of the plans are available with district collectors.

  • Collaboration with IGNOU on Distance Education : The Centre for Disaster Management has initiated a collaboration with the Indira Gandhi National Open University (IGNOU), New Delhi for a Post-Graduate Diploma in Disaster Management ( PGDDM) to be launched in English, Hindi and Marathi by IGNOU in 2005. The CDM is presently contributing to the development of course curricula.

  • UNDP Consulting Assignment on the Orissa Disaster Management Project : The Centre for Disaster Management was engaged by the UNDP to carry out a consulting assignment on preparation of a comprehensive disaster management project for Orissa after the Super Cyclone of Oct. 1999.

  • World Bank Consulting Assignment for Preparation of Orissa Disaster Management Framework for the Orissa State Disaster Mitigation Authority (OSDMA) : The Centre for Disaster Management at YASHADA was engaged by the Orissa State Disaster Mitigation Authority (OSDMA), Bhubaneshwar, to prepare the Orissa Disaster Management Framework with the financial support of the World Bank.

  • Thematic Training on Disaster Management The Centre for Disaster Management participated in interactions and workshops with divisional commissioners and district collectors on the Multi-Hazard Response Plans prepared for various districts of Maharashtra.   Training programmes and workshops were organised for the management of control rooms in the district and divisional headquarters and for the management of Emergency Operation Centre in the Mantralaya for Joint Secretaries and Deputy Secretaries.

  • Training Module on Disaster Management : The Centre for Disaster Management was chosen as the agency to prepare a Module under the Non-Distance Learning Mode for Disaster Management for Category A, B and C officers by the Department of Personnel and Training, Government of India. The Training Module on Disaster Management in Non-distance Learning Mode is developed by the Centre.

  • Disaster Management Information System (DMIS) : With support from UNICEF, the Centre for Disaster Management has developed a user-friendly GIS software. This was initially developed for 5 districts: Ratnagiri, Akola, Beed, Latur and Nashik. Through continued training at CDM, the Centre ensures that training is imparted to officials at various levels on the use of this software.

  • Ware House Safety : The Centre for Disaster Management has also prepared a disaster management plan for the Maharashtra State Ware Housing Corporation for ensuring the safety of food grains in godowns.

 CDM Outreach Activities

CDM staff is also actively engaged in providing expert advise to other organizations engaged in disaster management in the country. CDM staff has been contributing to the training activities of the HCM Rajasthan Institute of Public Administration, 41 Infantry Brigade of the Indian Army, Disaster Management and Mitigation Center, Dehra Dun and UP Academy of Administration.

 

Efforts are under way for building relations with the Disaster Response Network [DRN initiative of private sector agencies launched in India (2002) with support from European Union and World Economic Forum] and its contributory private sector agencies for exploring joint training and research initiatives.

 

CDM : Short Term Priorities

CDM : Long Term Priorities

  • Finalizing norms for earthquake resistant construction in earthquake-prone areas

  • Taking DMIS to all nooks and corners of the State (training for all concerned officials)

  • Documenting "best practices in disaster management"

  • Networking with (a) Armed Forces for response preparedness, (b) Higher Secondary Board and University of Pune for curricula development.

  • Design and delivery of new courses to (a) sensitize media, (b) assist Maharashtra Police, (c) Division-wise Workshop at Nagpur (MRSAC) for enforcing satellite & GIS technology.

  • Networking with expert organizations within and outside country for advocating and promoting rainwater harvesting and ground water conservation in Maharashtra.

  • Preparation of Response Preparedness Check-Lists for key responders (personnel from police, water and sanitation, health, education, public works departments)

  • Conducting mock-drills as response preparedness measures (against floods, cyclone, earthquake), at village and town levels.
